The UNESCO in its Draft World Declaration on higher education for the Twenty First Century has stated in Article 5 that the advancement of knowledge through research is an essential function of all systems of higher education, which should promote postgraduate studies. Innovation, interdisciplinary and transdisciplinaraty should be promoted and reinforced in programmes with long-term orientation on social and cultural aims and needs. An appropriate balance should be established between the basic and target oriented research.

Keeping in view the above article, our considered opinion is that the enhancement of quality takes place when higher education and research are conducted at a high level within the same institution.

In the Third World countries the Industry, Agriculture and the Education system are, in the main, the legacies of the Imperialist Rule and feudalistic system. Therefore these legacies become an encumbrance in the form of financial crisis, unemployment, unprecedented demand in higher education and research and also for its great diversification.

The younger generation need to be equipped with new skill, new opportunities relating to technologies and to overcoming all that is left by the legacies.At the same time, higher education is being challenged by new opportunities relating to technologies improving the ways in which knowledge can be produced, developed, managed, disseminated, accessed and controlled. Equitable access to these technologies should be ensured at all levels of the education system. In the fields of research, researchers face a lot of problems one of which is how and where to get research-allied papers published.

As part of its efforts to contribute to science and technology in our country, the teachers of our Institute have decided to launch a new Journal entitled "International Journal of Information and Computing Science".The primary aim of this Journal is to publish materials that are of interest to researchers and teachers of universities and colleges to inspire them to take up a career in science and technology especially in computing science. In addition, the Journal publishes high-quality papers that advance the state-of-the-art and practical applications of Information Technology and Computing Science.Theoritical research contributions presenting new techniques, models, concepts, or analyses; applied contribution reporting on experiences and experiments, and tutorial expositions of permanent reference value are welcome.

We have categorized the Journal's accepted papers in four divisions.The first division is Survey, the second is Research, and the third is Application and the fourth one is Short Communication.
